Rep. Phil Owens (R-Easley), chairman of the House Education and Public Works Committee, makes a compelling argument for more need-based financial assistance for students in postsecondary education. In an article (see attachment below) published in the September 7, 2009 edition of the Greenville News, Rep. Owens describes the Tuition Grants Program as “a sound and proven investment over time.” He links additional aid to the neediest of students with helping the state become “one of the most educated states,” a goal from the recently published report Leveraging Higher Education for a Stronger South Carolina.
